These pins are discounted due to flaws. Most defects are small and despite their imperfections, seconds pins are great for wearing on clothing, backpacks, lanyards, hats, etc
Examples of defects are:

Small areas of missing enamel/chipped enamel
Black or colored specks on enamel
Dirt or smudges in filled areas
Partially overfilled/underfilled enamel
Small pores or holes
Uneven surface
Minor discoloration
