These pins are discounted due to flaws. Most defect small and despite their imperfections, seconds pins are great for wearing on clothing, backpacks, lanyards, hats, etc
Examples of defects are:

Small areas of missing enamel/chipped enamel
Black or colored specks on enamel
Dirt or smudges in filled areas
Partially overfilled/underfilled enamel
Small pores or holes
Uneven surface
